Higher education in their mother tongue had long been sought after by the Hindi-speaking populations of West Bengal. There used to be a UG and PG level Hindi course. The Honb'le Chief Minister of West Bengal, however, Srimati Mamata Banerjee, stepped up to meet this justifiable demand for higher education in Hindi medium.
Hindi-speaking individuals can be found all across the state, with the exception of the border region Paschim Bardhaman, but their population density is primarily concentrated in the districts of Hooghly (South East portion), South 24 Parganas, Howrah, and Kolkata. Nearly in the centre of this radius is the town of Howrah. It makes sense that the State Government wisely selected Howrah to house the Hindi University and made the entire State its operational territory.
The West Bengal Legislative Assembly passed the Hindi University Act (West Bengal Act XXI of 2019), which was published in the Gazette on January 10, 2020. Therefore, the 10th of January should be considered the Hindi University's founding day. According to a government notification dated 30.12.2021, Prof. Damodar Mishra, a distinguished academician, was named the first Vice-Chancellor in December 2020, and the provisions of The Hindi University Act went into effect on January 1st, 2021.
Despite COVID 19 closing academic institutions, approval to offer two postgraduate courses—Hindi and Translation Studies—was granted. Thanks to the first Vice-dynamism, Chancellor's a syllabus was quickly established and students were admitted in 2020–2021.
