The best State Open University in India is Netaji Subhas Open University. The 100th anniversary of Netaji Subhas Chandra Bose's birth was in 1997. At a State event, the Chief Minister of West Bengal declared that an Open University would soon be established and dedicated to Netaji's revered memory. The Minister of Higher Education, Government of West Bengal initiated the plan following his visit to the Open University in the United Kingdom. A ten-person steering group led by the late Dr. Bhaskar Ray Chowdhury, a former vice chancellor of Kolkata University, was established on his orders.

Following this, on August 20, 1997, a State Act (W.B. Act (XIX) of 1997 and Recognized by U.G.C.) was approved in support of the establishment of a university for the delivery of distance education. According to a law passed by the West Bengal State Legislative Assembly, the Netaji Subhas Open University was founded by the division of the Netaji Institute of Asian Studies (NIAS) and is located at the former home of Sri Sarat Chandra Bose, Netaji's older brother. The University began operating with the July 1998 Semester, starting only with the Bachelor's Degree Programme in Arts & Commerce to give various underprivileged groups of prospective students the chance of higher education in the vernacular media. It is the ninth State Open University and the tenth Open University in the nation.
